Personal Background:

Danilo A. Lihaylihay heels from the poorest barangay in the hinterlands of the Island Province of Masbate, Philippines. In his early days, he went to school barefooted and can hardly eat three (3) times a day. Anyway, the saying goes: “Poverty is not a hindrance to success for Almighty God has a purpose for all mankind.”

The Historical facts:

During early childhood, Danilo Lihaylihay heard of a feebled “yamashita treasures” brought into the Philippine territory by the Japanese Imperial Army. He also heard about the alleged wealth of an ancestral Tagean-Tallano Royal Clan which allegedly owned the hacienda filipina-maharlika islands.

Danilo Lihaylihay learned that the 617,000 metric tons of gold nuggets and 500,000 pieces of 18k diamonds which were deposited in the vaults of the Philippine Central Bank in the year 1939 are, indeed, the yamashita treasures.

The treasures were actually owned by the Philippine government and not by the alleged Tagean-Tallano royal family.

But, these public treasures were unlawfully looted out by President Ferdinand E. Marcos starting from the years 1968 to 1985 and then transferred or deposited them in several secret bank accounts in 177 countries all over the world. As a result, the filipino nation was in great hunger during martial law regime which led to the dictator’s ouster through Enrile and Ramos backed-up EDSA People Power Revolts in 1986 and then installed a Lady President Corazon C. Aquino.

President Corazon C. Aquino restored piecemeal democracy in the country but not to contain social, political and economic problems of the nation:

President Cory Aquino government only took special significance in restoring a piecemeal democracy in the Philippines. She failed to repeal or abolish the “NO PERMIT, NO RALLY” policy under PD 980 of the late strongman Ferdinand E. Marcos. The number of media men and journalists assassinated increases nowadays. She also failed to restore or apportion to thousands of poor land tenants, in accordance with her pet CARP law, the Hacienda Luisita properties which her family owned that resulted to the massacre of, at least, 18 land workers.

Filipino children are now asking: Where are the freedom of expression, information, assembly, and redress of grievances allegedly restored to us by President Cory Aquino? Why was it necessary for the Supreme Court to issue the so-called “writ of amparo”?

In her first day in office, President Corazon C. Aquino issued Executive Order No. 1, series of February 28, 1986, creating the PRESIDENTIAL COMMISSION ON GOOD GOVERNMENT (PCGG) principally tasked to assist her in the recovery and forfeiture of all ill-gotten wealth amassed by her family’s no. 1 political opponent-former dictator Ferdinand E. Marcos and family, close relatives, business associates, nominees, dummies, and cronies, for alleged national economic survival of the country.

However, the fact remains that only those ill-gotten properties or assets owned by her family, friends and relatives or business associates that were actually restored to them but not to the hungry filipino people. For example, the ill-gotten wealth or properties of the Cojuangco and Lopezes Group are not restored to government coffer even up to the present. Worst, the Aquino government entered into an anomalous compromise deal with the Marcoses starting 1990 without the filipino people knowing it.

Starting 1986, Danilo A. Lihaylihay, the Confidential Informer-of-the-State (CIS) and an avid fanatic of President Cory Aquino, by virtue of existing law and jurisprudence, took the cudgel of denouncing with the Office of President Cory, through the joint PCGG-BIR TASK FORCE, the unlawful manner by which former dictator Ferdinand E. Marcos and cronies acquired those ill-gotten wealth which were deposited in several secret bank accounts in 177 countries all over the world.

On the basis of the data furnished by Danilo A. Lihaylihay, President Cory Aquino then issued Executive Order No. 14-A granting immunity from criminal prosecution to persons who provide information leading to the forfeiture or recovery of the ill-gotten properties or wealth amassed by Ferdinand E. Marcos, et al throughout the world.

Republic Act No. 2338, in conjunction with Section 90 of Presidential Decree No. 1445 and in relation to Section 45, Chapter 5, Book VI, of the Administrative Code of 1987, rewards 25% of the revenues (tax or non- tax receipts) recovered by the government as a result of the information furnished by the informer.

Section 90 of PD 1445 (Government Auditing Code of the Philippines) in conjunction with Section 3 of Executive Order No. 338, series of 1996 specifically provides that: “The final determination of the appropriate administrative authority as to the persons entitled to the reward and the amount thereof, shall be conclusive upon the executive agencies concerned as regards the liability of the government.”

However, the PCGG of President Cory Aquino appears to be very uncooperative with the people. It initiated a secret compromise deal with Ferdinand E. Marcos, et al. especially those deposited in secret bank accounts abroad. On November 29, 1986 Danilo A. Lihaylihay started claiming his 25% informer’s reward on the actual recoveries of the Philippine government but President Cory Aquino rebuffed him.

THE SUCCESSORS OF PRESIDENT CORY AQUINO:

During the administrations of President Ramos and President Estrada, Danilo A. Lihaylihay again asked for the release of payment of his vested informer’s reward moneys but to no avail. They pursued the secret compromise deal with the Marcos’ heirs regarding the ill-gained properties in question without the people knowing it. In fact, they siphoned–off some of the ill-gotten wealth into their own personal accounts in connivance with the heirs of Ferdinand E. Marcos.

THE ADMINISTRATION OF HER EXCELLENCY PRESIDENT GLORIA MACAPAGAL-ARROYO:

On 21 July 2009, (23 years after), while former President Cory Aquino was fighting her life in the Hospital, the PRESIDENTIAL COMMISSION ON GOOD GOVERNMENT (PCGG) en banc issued a RESOLUTION approving the release of payment of informer’s reward to Danilo A. Lihaylihay in the aggregate amounts of ELEVEN TRILLION, FIVE HUNDRED BILLION (P11,500,000,000,000.00) PESOS.

In approving the payment of reward, the PCGG en banc said: “…the term “revenue” as used in RA 2338 may be comprehensive enough to include government revenue from taxes and from any other source such as monies recovered from ill-gotten wealth.”

Pursuant to existing law and jurisprudence, the P11.5-T reward moneys of Danilo A. Lihaylihay have already become a trust liability of the Philippine government. Under Executive Order No. 338-96, the PCGG as agency of the government principally tasked in the recovery of ill-gotten wealth of Ferdinand E. Marcos, et al is mere trustee or administrator of the aforesaid trust funds for Danilo A. Lihaylihay.

As trustee or administrator, the PCGG or Philippine government cannot withhold, deny, much less, disapprove, the release of such trust funds or reward moneys to Danilo A. Lihaylihay because they are privately owned.

On 31 July 2009, the Presidential Commission on Good Government (PCGG) endorsed its final determination of the P11.5-T reward moneys of Danilo A. Lihaylihay to the Secretary of Finance for appropriate action in accordance with existing law and regulations. The following day, August 1, 2009, President Corazon C. Aquino passed away.

The death of President Corazon C. Aquino is considered as the birth of social, political, and economic stability of the nation. However, it is Her Excellency President Gloria Macapagal-Arroyo who should be glorified.

Out of love of his countrymen and as full support of President Gloria Macapagal-Arroyo’s administration, the P11.5-T riches of Danilo A. Lihaylihay are to be distributed, as follows:

1. For full payment to creditors, the P4.287-Trillion-pesos total debts of Philippine government (during Marcos, Aquino, Ramos, Estrada, and Arroyo administrations) are to be deducted from the P11.5-Trillion trust moneys of Danilo A. Lihaylihay;

2. The existing P149-Billions surplus available in the national treasury shall be released to Danilo A. Lihaylihay;

3. All lands of the public domain throughout the country shall be transferred or registered in the name of Danilo A. Lihaylihay who is incumbent National President of the Informal Settlers of the Philippines Foundation, Inc.

4. The ISAP Foundation, Inc. shall give the people titles to the lands they occupied for so long a time but do not own and thereby provide homes for the homeless and lands for the landless;

5. Twenty five (25%) percent shares of stocks in all sequestered corporations of government shall be transferred and registered in the name of Danilo A. Lihaylihay to help solve unemployment problem of the country. Employees of these corporations are to become part-owners thereof for economic sustainability.

Her Excellency President Gloria Macapagal-Arroyo is God’s emissary for social, political and economic stability of the filipino nation. She is actually the filipinos’ super heroine; and Mr. Danilo A. Lihaylihay is filipinos’ super hero and the world’s richest. He is also the first multi-trillionaire the world ever!!!!!
